ENROLMENT   POLICY

General Introduction

This policy was devised by the Board of Management of Scoil Maelruain Senior. It is set out in accordance with the provisions of the Education Act (1998), the Education Welfare Act (2000) the EPSEN Act (2004), the Rules for national schools 1965 and all relevant equality legislation. This updated policy also reflects the Commencement Order, signed by the Minister for Education and Skills on October 3rd 2018, bringing certain provisions of the Education                 (Admissions to Schools) Act 2018 into operation.  The chairperson of the Board of Management, Mr. Frank Moran, and the Principal, Ms. Caitriona Hogan, will be happy to clarify any further matters arising from the policy.  This policy is subject to any directions which may be issued from time to time by the Minister for Education.

The school operates under the Department of Education and Skills (D.E.S.) from which grants and resources are received annually.  Regulations are laid down by the D.E.S.

The school curriculum followed is the Revised Curriculum for Primary Schools (1999) produced by the NCCA in conjunction with the D.E.S. This is subject to amendments by the D.E.S., in accordance with Section 9 and 30 of the Education Act (1998).

The school supports the principles of:

  • Ø Inclusivity ( particularly with reference to  children with disabilities or special educational needs).
  • Ø Equality of access and participation in the school
  • Ø Parental choice in relation to enrolment
  • Ø Respect for diversity of values, beliefs, traditions, languages and ways of life in

society

Procedures for Application for Enrolment

  • Ø Enrolment forms are distributed to all second class students in Scoil Maelruain Junior School at the beginning of February each year. These must be completed and returned to the Senior School by the end of February. Parents of second class pupils attending other schools may collect an enrolment form in the secretary’s office and return it to the school.

Provision of Key Information by parents

  • Ø The Board of Management indicates that certain information will be required on the Enrolment Application Form a copy of which is attached to this policy. All information gathered will be GDPR compliant.

Decision Making

All decisions in relation to applications for enrolment are made by the Board of Management of the school in accordance with school policy.

The Board of Management indicates that as a general principle and in so far as practicable, having regard for the school’s enrolment policy, that children will be enrolled on application provided there is space available.

The Board of Management clarifies that it is bound by the Department of Education and Skill’s Rules for National Schools.

The Board has regard for any relevant DES guidelines in relation to class size or staffing provisions and/or any other relevant requirements concerning accommodation, such as physical space or the health and welfare of children.

Where applications for enrolment exceed the number of places available, children will be enrolled in the following order:

Criteria

  • Ø Children already attending 2nd class in Scoil Maelruain Junior
  • Ø Children who have siblings in the Senior School
  • Ø Children who are sons and daughters of former pupils

(a)  living in St. Martin’s Parish

(b)  living outside of St. Martin’s Parish

  • Ø Children living in St. Martin’s Parish not attending 2nd class in Scoil Maelruain Junior
  • Ø All other children who wish to enrol subject to Department of Education and Skills Guidelines on Pupil/Teacher ratio.

Pupils Transferring

The Board of Management specifies that pupils may be enrolled during the school year if newly resident in the area, subject to school policy, available space and in some cases, the approval of the Department of Education and Skills.

Information in relation to the transfer of pupils concerning attendance and the child’s educational progress will be communicated between schools, in accordance with the Education Welfare Act (2000).

Children enrolled in Scoil Maelruain Senior are required to co-operate with and support the school’s Code of behaviour as well as all other policies. The school dialann contains a summary of these policies. Parents/Guardians must sign page six of the dialann indicating that they have read and accept these policies. They are available in full on our website.

Children with Special Needs:

Children with special needs enrolling in Scoil Maelruain SNS will be supported in accordance with the level of resources provided to the Board of Management by the D.E.S. The Board of Management may request a copy of the child’s medical and/or psychological report or request that the child be assessed immediately in order to assist the school in establishing the educational needs of the child and to profile the support services required. The Board of management will endeavour to have all resources and support in place before the child is admitted to the school. A meeting will be held with parents/guardians to discuss the suitability of the school for the child.

The school reserves the right to refuse enrolment of a child in exceptional circumstances. Such an exceptional circumstance could arise where either:

  • The pupil has special needs such that, even with additional resources available from the D.E.S. the school cannot meet such needs and/or provide the pupil with an appropriate education.
  • In the opinion of the Board of Management, the child poses an unacceptable risk, to other pupils, to school staff or to school property.

Appeals Procedure:

Parents who wish to appeal an enrolment decision may do so to the Board of Management. The appeal must be addressed, in writing, to the Chairperson of the Board, stating the grounds for appeal and lodged within ten days of receiving the refusal. Parents, if unhappy with the result of this appeal, may appeal to the Department of Education and Skills under section 29 of the Education Act on the official form provided by the Department. This appeal must be lodged within 42 days of receipt of the refusal from the school to enrol the child.

This policy will be reviewed in 3 years time or as new legislation may require.

This revised policy was  ratified by the Board of Management in December 2018.
